Personnel groups identify the types of skill players on the field and shape what formations and concepts are credible.
11 personnel means one running back and one tight end — the most common modern grouping.
12 personnel means one back and two tight ends. It is a run and play-action look.
The defense answers personnel with its own package. That is why a two-tight-end look can pull a linebacker onto the field.
